Alternative Delivery Projects use design-build contracts. Design-build is an alternative to the traditional design-bid-build delivery method. This alternative project delivery method shifts risks associated with the design, construction, and potential utility relocation and maintenance (as applicable) to the design-build firm, allowing these components to occur simultaneously rather than mostly consecutively as in a design-bid-build.
A design-build contract is awarded based on best-value (price, qualifications of firms, and project approach) and combines various components of a project’s implementation into one contract.
Alternative Delivery Projects
TxDOT continues to analyze projects to determine which would be most suitable for the design-build delivery method. A quarterly report illustrates TxDOT’s anticipated procurements for the next five years.
Comprehensive Development Agreements (CDAs)
CDAs allow for design, construction, utility relocation and maintenance to occur simultaneously under a single contract and may include financial participation from the private sector and a long-term lease or operation of the facility. TxDOT has five such projects in operation or under construction but the broad authority to enter into additional CDAs expired in 2017.
