The environmental review process under the National Environmental Policy Act for this project is ongoing, and no final decision has been made regarding selection of an alternative for this project. The final decision on an alternative for construction will be made in the Record of Decision. Any schematic preparation or other pre-final design development of any alternative under consideration in the National Environmental Policy Act process does not constitute final design, which cannot occur until after the Record of Decision has been issued (see 23 CFR 771.113(a)). Further, any schematic preparation or other pre-final design development of any alternative will not influence the environmental review process for the project, including the decision on need to construct the project, the consideration of any alternatives for the project required by applicable law, and the selection of the design or location for the project.
