Notice of Beginning Work
The Work Begin Date is when barricades are placed or when the contractor breaks ground on the project, whichever occurs first. Immediately after the Work Begin Date occurs, the Area Engineer (AE) will send the Director of Construction (DOC) a Work Begin Memo. The memo can be sent by email must include the project CSJ and work begin date. The district construction office will input the Work Begin Date (one time entry) in SiteManager's Critical Dates tab.
The contractor may request payment for material on hand (MOH) prior to the work begin date or time charges begin date. Once the submitted MOH is reviewed and approved for payment, follow the steps below:
- create a DWR for payment to the MOH line item
- charge diary as "TIME NOT STARTED"
- continue diary entries for the remaining days of the estimate period (i.e. if payment is made on the 20th, and the estimate cut off date is the 25th, diary entries are required through the 25th)
- generate the first monthly progress estimate
Please note that diary entries and monthly estimates will need to continue until time or work begins. As a reminder, once MOH is submitted, it is a monthly requirement until it is zeroed out on the project. Refer to Chapter 11 for additional information.
