Phil Wilson Named Executive Director

Former Texas Secretary of State Phil Wilson has been named TxDOT's new executive director, effective Oct. 17. The Texas Transportation Commission appointed Wilson during its regular monthly meeting on Sept. 29.

Wilson currently is the senior vice president of public affairs for Luminant, a Dallas-based electric generation company. He succeeds former Executive Director Amadeo Saenz, who retired Aug. 31. Wilson's appointment culminates a national search for Saenz's replacement.

Transportation Commission Meeting Actions

In other business from its Sept. 29 meeting, the Commission took the following actions:

  • Approved the allocation of $3 billion in Proposition 12 bond proceeds for the development of state highway improvement projects
  • Approved increasing speed limits to 75 mph on four Central Texas highways.
  • Authorized issuing a request for qualifications (RFQ) for the development, design, construction, financing, maintenance and operation of the I-35E managed lanes project in Dallas and Denton counties from I-635 to US 380. The RFQ will be published in the Texas Register.
  • Established statewide annual participation goals for the HUB program.

The Commission also held a public hearing on the department's rules relating to environmental reviews and received staff updates on the agency's modernization efforts and the Texas Rail Plan.
