Elimination of Certificates of Authority to Demolish
(Form VTR 71-3) |
These documents contain text of correspondence sent by
TxDOT to the county tax assessor-collectors, statutory agents who provide
vehicle registration and titling services for citizens in Texas. This
information is provided to apprise the general public of issues affecting the
state’s vehicle titling and registration process.
PURPOSE
To inform you of the elimination of Certificates of Authority to
Demolish a Motor Vehicle
(COA), Form VTR 71-3.
DETAILS
In 2003, the Texas Legislature mandated that the department no
longer issue a COA document (Form VTR 71-3) and that a
Nonrepairable Vehicle Title (NRVT) be issued in its place. There
are two very distinct sets of laws and processes for applying
for a COA versus a NRVT and these have not changed. Only
the document that is issued at the end of the process is
changing.
Beginning October 1, 2007, when a COA application is approved, a
NRVT will be issued instead of a COA document. Once a NRVT is
issued, the motor vehicle may not be rebuilt and retitled.
Certain parts may be reused, but parts that contain the vehicle
identification number, such as the body of a passenger vehicle,
may not.
All affected forms and publications will be revised accordingly.
COUNTY ACTION
Your offices should not see many of these documents as these
vehicles may not be rebuilt or retitled. Any transaction in
which a NRVT or COA is presented as the evidence of ownership
should not be accepted.
