Elimination of $5 Fee for Notification of a Vehicle

TxDOT to the county tax assessor-collectors, statutory agents who provide
vehicle registration and titling services for citizens in Texas. This
information is provided to apprise the general public of issues affecting the
state’s vehicle titling and registration process.
PURPOSE
To provide information regarding elimination of the $5 fee for
notification to the department when a vehicle is sold or
transferred.
DETAILS
On May 24, 2007, the Texas Transportation Commission adopted
administrative rule amendments to eliminate the payment of a $5
fee when submitting a vehicle transfer notification to the
department. As a result, effective June 14, 2007, no fee will be
required for this service.
This change is being made as a result of an increasing number of
inquiries and complaints from vehicle sellers who are receiving
notification of violations for vehicles they no longer own. We
believe that eliminating the fee will encourage more sellers to
submit notifications, thereby improving the integrity of motor
vehicle records.
The Texas Motor Vehicle Transfer Notification (Form VTR-346) is
being revised to eliminate all references to the fee and update
the mailing address. The revised form will be available on the
Texas Department of Transportation (TxDOT) web site (www.txdot.gov)
on June 14, 2007. The You’re Entitled brochure has also been
revised to include the no fee form. A copy of the brochure is
attached for your use on or after June 14, 2007. A supply of the
revised brochure will be sent to you in the near future and
additional stock may be obtained by contacting your Vehicle
Titles and Registration Division (VTR) regional office. All
references to the $5 fee will also be removed from other
affected publications and forms, including the Certificate of
Title document (Form 30-C).
COUNTY ACTION
Please continue to encourage your customers to submit a Vehicle
Transfer Notification form when a vehicle is sold or
transferred, including motor vehicle dealers in your area. Motor
vehicle dealers may provide the form to their customers for
submission, or as a customer service, the dealer may submit the
form completed by their customer.
