Title Assignments by Vehicle Manufacturers and
Distributors |
These documents contain text of correspondence sent by
TxDOT to the county tax assessor-collectors, statutory agents who provide
vehicle registration and titling services for citizens in Texas. This
information is provided to apprise the general public of issues affecting the
state’s vehicle titling and registration process.
PURPOSE
To provide information regarding a change in assignment of
ownership documents by manufacturers, distributors or their
wholly owned subsidiaries.
DETAILS
Previously, manufacturers, distributors or any of their wholly
owned subsidiaries were required to obtain a motor vehicle
dealer general distinguishing number (GDN), or “P” number, in
order to sell a vehicle they own through a licensed Texas
wholesale motor vehicle auction. When assigning a certificate of
title or Manufacturer’s Certificate of Origin (MCO) to a buyer,
a GDN was required to be shown in the title assignment.
The Motor Vehicle Division (MVD) recently advised that
manufacturers, distributors or any of their wholly owned
subsidiaries are no longer required to have a GDN. Effective
immediately, the manufacturer or distributor license number
should be shown when assigning or reassigning a certificate of
title or MCO; however, they may continue to use their “P” number
until it expires.
In the future, MVD will provide a list of manufacturer and
distributor license information to be used to verify the
validity of a manufacturer or distributor license. Until this
list is available, you may contact the MVD Information Center at
1-877-366-8887 to verify the validity of a manufacturer or
distributor license number or for any questions regarding the
change in licensing requirements.
The secure Power of Attorney (Form VTR-271-A) may continue to be
issued to manufacturers and distributors, but may only be used
when the title is physically held by the lienholder or the title
is lost. When completing the VTR-271-A distribution log, the
manufacturer or distributor license number should be indicated
instead of a GDN.
