TxDOT to the county tax assessor-collectors, statutory agents who provide
vehicle registration and titling services for citizens in Texas. This
information is provided to apprise the general public of issues affecting the
state’s vehicle titling and registration process.
PURPOSE
To provide you with
the proper procedures to correct RPO transactions through the
Registration and Title System (RTS).
DETAILS
To date, approximately 2,200 Original titles have been issued in
error while processing "Corrected" and "Correct Title Rejection"
RPO transactions.
We believe the problem is primarily due to the removal of a
message prompt "The title type must be RPO if the ownership
evidence is None (RPO)" in RTS II that notified when the
ownership evidence type was changed from "RPO" in the "Correct
Title Rejection" event. The message prompt will be reinstated in
a future RTS release.
In addition, please note that "Corrected" should never be
selected in the "Title Types TTL002" screen when correcting an
RPO transaction as an "Original" title will issue. Please refer
to the procedures detailed below to correct RPO transactions.
COUNTY ACTION
In order to reduce the number of inaccuracies and streamline the
process to correct RPO transactions, the Vehicle Titles and
Registration Division provides the following:
- Rejected RPO transactions with a "Title Rejected" remark
in the system should be processed through the "Correct Title
Rejection" event. Select RPO at the "Title Types (TTL 002)"
screen.
- If an RPO receipt is issued incorrectly, the RPO receipt
should be surrendered for cancellation and a new application
filed. The new application will have to be supported by the
same evidence as any other application for an RPO.
- If an "Original" title is issued in lieu of an RPO
receipt in error, the department will revoke the "Original"
Texas title and notify the owner. Upon receipt of the
"Original" title, an RPO record will be created and an RPO
receipt will be mailed to the customer.
- To obtain a "no charge" correction due to a county
typographical error, the applicant should submit a written
request with the incorrect RPO application receipt to the
department. If microfilm verifies the error, the department
will correct the record and mail the applicant a new RPO
application receipt.
