On the west side of the railroad, the access roads will connect to the local roadway network that serves Willowbrook Mall.

Right-of-way acquisition of the adjacent commercial and industrial properties accounts for approximately 14 percent of the estimated cost to implement this grade separation.

The grade separation of FM 1960 is estimated to cost $11,000,000. The estimated public benefit calculated for the grade separation of FM 1960 is $870,000, which is approximately 8 percent of the estimated cost of construction.
