In 2005, the 79th Texas Legislature passed a
transportation bill (HB 2702, Article 1) giving new and additional authority
to TxDOT to implement and acquire, finance, construct, maintain, and operate
passenger or freight rail facilities.
Rail Relocation and Improvement Fund
In the same session, the Legislature
created the
Texas Rail Relocation and Improvement Fund
(HB 1546). This fund
allows TxDOT to finance the relocation,
construction, acquisition, improvement, rehabilitation and expansion of
rail facilities.
Although Texas voters approved the creation of the rail fund in a November 2005
referendum, it currently is unfunded.
The Texas Transportation Commission commissioned the Statewide Freight Rail
Study to help the legislature understand the extent of the state's rail
infrastructure needs and the associated investment required.
Houston Region Freight Rail Study
The Houston Region Freight Rail Study, covering eight counties, is part of
the overall statewide study.
The outcome of the study
is a list of short-range, medium-range and long-range identified improvements.
