Economically disadvantaged counties will be identified by TxDOT for each
fiscal year based on data from the
Texas Comptroller of Public Accounts. These
counties are eligible for the program during the fiscal year in which they are
determined eligible. After the determinations are made, we will notify each local district office that
contains all or a part of an economically disadvantaged county.
Senate
Bill 370 of the Legislature defines an economically
disadvantaged county, as a county that has, in comparison to other counties in
the state:
- below average per capita taxable property value,
- below average per capita income, and
- above average unemployment.
Both on-system and off-system highway
improvement projects are eligible for some
relief of the local match requirement.
("On-system" is a designation for roads
built and/or maintained by TxDOT.) However, on-system projects are required to
be both commission-authorized and not let to
contract. Off-system projects must be
commission-authorized (i.e. the project must
be in the Unified Transportation Program) or
approved within a district bank balance
program and not let to contract.
