Red Light Cameras Reporting Requirements for Cities

State law establishes reporting requirements for cities both before and after the installation of a red light camera. TxDOT has been charged with collecting and publishing this information and will produce an annual red light camera data report beginning on Dec.1, 2008.

Each city with red light cameras must submit the appropriate required data. This may be completed on-line after obtaining a log-in and password.

Before Requirements Cameras Activated After Dec. 31, 2007
Transportation Code, §707.004, requires the submission of a written report of the number and type of crashes that have occurred at the intersection for a period of at least 18 months before the date of the report.

The report is to be submitted to the Texas Department of Transportation (TxDOT) no later than six months after the date of the installation of the red light camera at the intersection.

Before Requirements Cameras Activated On or Before Dec. 31, 2007
If the camera was activated on or before Dec. 31, 2007, Transportation Code, §707.004, does not require the submission of a report of the number and type of crashes that have occurred at the intersection prior to the installation of the red light camera.

TxDOT is requesting that the local authority submit this important before-installation data, however, in order to provide suitable before and after comparison of the impact of photographic traffic signal enforcement systems on crashes at the intersection.

This report should include the number and type of crashes that have occurred at the intersection for a period of at least 18 months before the date of the camera activation.

After Report Required for all Red Light Cameras
Transportation Code, §707.004, requires that after installing a red light camera at an intersection approach, the local authority shall monitor and annually report to TxDOT the number and type of traffic crashes at the intersection to determine the impact of the photographic traffic signal enforcement system.

The annual report is due to TxDOT the following Aug. 31. The first report after camera installation is due on Aug. 31, 2008 and will include crash data from July 1, 2007 to June 30, 2008.

Note: If the camera was not active during the entire twelve month “After Reporting Period” (July 1, 2007 to June 30, 2008), the report should include the crash data for the months following activation during this time period. For example, if the camera was activated on Oct. 1, 2007, the report should include crash data from Oct.1, 2007 to June 30, 2008.
