Federal Transit Authorities – Section 5311 Program
Background
The goals of the Rural Public Transportation (Section 5311) Grant Program are
to enhance the access of people in non-urbanized areas to health care, shopping,
education, employment, public services, and recreation. Currently, there are 39
operators providing transportation in rural areas and cities with populations
less than 50,000 throughout the State of Texas. The Texas rural transportation
program is the largest in the nation.
Funding
Program funds may be used for capital, operating, and administrative
assistance to state agencies, local public bodies, nonprofit organizations
(including Indian tribes and groups) and operators of public transportation
services. Private for profit operators of public transportation services may
participate in the program through contracts with eligible recipients. An entity
must be a rural transit district to receive rural transportation funds. A rural
transit district is defined as a political subdivision of one or more counties
of the state that provides and coordinates rural public transportation within its boundaries.
