Non-urbanized (Rural) Grants Program

Non-urbanized Areas (Under 50,000 Population)

Purpose/Eligible Recipients: Grants for public transportation in non-urbanized areas. Eligible recipients include state agencies, local public bodies, private nonprofit organizations, Indian tribes and groups, and operators of public transportation services. Unless the Governor certifies to FTA that intercity bus service needs are being met, 15% of the allocation must be reserved for the development and support of intercity bus transportation.

Funding Ratios:

Capital/Planning/Administrative: 80% federal maximum and 20% state/local match on most projects. Americans with Disabilities Act of 1990 (ADA) and Clean Air projects may receive up to 90 percent federal funding.

Operating: 50% of the deficit maximum federal share and 50% state/local match.

Remarks: TxDOT has been designated by the Governor to administer the Section 5311 program.
