Purpose: Job Access and Reverse Commute (JARC) (Section 3037 of
TEA-21) is a two-part grant program that assists in developing new or expanded
work transportation services. Job Access grants connect welfare recipients and
other low-income persons to jobs and other employment-related services. JARC
grants serve all income groups with transportation to suburban employment
centers.
Eligible Recipients: Eligible recipients are those entities who agree
to provide transportation services designed to meet the JARC project guidelines,
including:
- states,
- local governments,
- metropolitan planning organizations,
- public transit agencies,
- private nonprofits and
- Indian tribal organizations.
Funding Ratios: JARC requires a 50 percent non-federal match.
Unrestricted federal funds from federal programs other than the U.S. DOT may be
used to match DOT funds.
JARC Colonias Project
Purpose: The Job Access and Reverse Commute grant program is intended to establish a
coordinated regional approach to job access challenges. All projects funded
under this program must be the result of a collaborative planning process that
includes TxDOT, metropolitan transportation planning organizations (MPOs) where
applicable, transportation providers, agencies administering Temporary
Assistance for Needy Families (TANF) funds, human services agencies, public
housing, child care organizations, employers, affected communities and other
stakeholders. The program is expected to leverage other funds that can be used
for transportation and to encourage a coordinated approach to transportation
services.
Eligible Recipients: The United States Congress awarded the
Texas Department of Transportation (TxDOT) a $2,379,023 Job Access and Reverse
Commute Grant for work force transportation in colonias located in 29 counties
in the vicinity of the Texas-Mexico border. (See map [pdf, 1 page, 60kb] for counties.)
Funding Ratios: The JARC program requires a 50% non-federal match for any eligible
activity. Other federal funds can be used as part of the local match. Joint
guidance issued by the U.S. Departments of Transportation, Labor, and Health and
Human Services (June 1, 2000) details how certain federal funds can be combined
for use in a JARC project. Documented in-kind match can be credited to operating
expenses. JARC is a reimbursement program; bills must be paid locally before
federal funds can be requested. Monthly reimbursements are possible.
