Quarterly Hubometer Permits

The Texas Department of Transportation issues quarterly hubometer permits. Normally, the vehicle types listed below apply for hubometer permits:

  • self-propelled oil well servicing units
  • self-propelled mobile cranes
  • self-propelled concrete pumps
  • trailer-mounted oil well servicing units
  • coiled tubing units
  • swabbing units and
  • self-propelled bundle extractors.

The maximum dimensions for quarterly hubometer permits is 12’ wide, 14’ 6" high, and 95’ long. The maximum permissible weight allowed per axle is up to 30,000 pounds based upon the results of a weight analysis. Units are not to exceed 850 pounds per inch of tire width for non-steerable units and 950 pounds per inch of tire width for steerable units.

How Do I Apply?

Submit completed Form MCD-204, Affidavit of Exception - Self-Propelled or Trailer-Mounted Units [pdf, 1 page, 234kb] as follows:

  • First time customers must apply by facsimile (512) 465-3585. For questions, call (800) 299-1700.
  • Hubometer permits must be renewed quarterly. Renew your permit at least 14 days prior to the expiration date of the current permit. Current customers may renew by mail or facsimile by filling out the Hubometer Permit Renewal/Closeout Form.

Motor Carrier Registration Requirements

Motor carrier registration/surety bond not required.

Vehicle Registration Requirements

Proper vehicle registration must be obtained through TxDOT's Vehicle Titles and Registration Division or your county tax office. Vehicle must be registered under Transportation Code, Chapter 502, for the maximum gross weight applicable to the vehicle under Transportation Code, Section 621.101, or have the distinguishing license plates as provided by Transportation Code, Section 504.504, if applicable to the vehicle.

Fees

  • There is a minimum fee of $31. For more information on fees, call (800) 299-1700.
  • Fees are payable by:
  • MasterCard, Visa, Discover, and American Express ($1 service charge)
  • PAC-Permit Account Card
  • personal check, business check, cashier's check, or money order, payable to the Texas Department of Transportation (mail applications with payment)
  • cash - MUST be delivered to a cash office (cash payment only allowed for purchase of initial permit)
  • funds deposited in a pre-established escrow account

A refund is made to the applicant when the quarterly hubometer process has stopped for all units listed in the applicants' account provided the amount of the refund exceeds $25.

Other Information

  • Hubometers are required on the drive axle with the exception of units that are over length only. Hubometers may be purchased at oil field supply stores.
  • This permit allows unlimited movement on state-maintained roads in the State of Texas under the following conditions.
    • Permittee is responsible for routing and obtaining current restrictions and information concerning hazardous weather related road conditions
    • Self-propelled well servicing units that are 9' wide or less, 14' high or less, and 65' long or less are allowed 24 hour movement.
    • Permittee must follow all curfews as listed on the Permit Movement Conditions and Curfews Form 001 [pdf, 1 page, 24kb], which must be attached to the permit at all times.
  • Permits may only be amended to indicate a new hubometer serial number or a new license plate number.
  • Cannot be transferred between vehicles or permittees.
  • No axle load or combination of axle loads can exceed the posted capacity of any load-zoned bridge on which it travels.
  • Self-propelled cranes that are 10' 6" wide or less, 14' high or less, and 95' long or less are allowed night movement with front and rear escorts.
