Annual Envelope Permits (Company Specific)

The State of Texas requires motor carriers to obtain a permit to transport oversize/overweight loads on state-maintained roads. The department allows for an annual permit for vehicles and loads falling within specific envelope dimensions.

This permit is valid only for commodities that cannot be reasonably dismantled.

The company specific annual envelope permit is issued to a specific company, and may be used to operate any properly registered truck owned or leased to that company. No more than one vehicle can be operated at one time with a specific permit, but a company may purchase more than one permit.

Oversize or overweight equipment operating under an annual envelope vehicle permit may not exceed:

  • Maximum Width - 12’
  • Maximum Height - 14’
  • Maximum Length - 110’
  • Maximum Gross Weight - 120,000 lbs.

Single Axle weight cannot exceed 650 PSI X Tire Size X No. of Tires. (Example: 650 X 10:00 X 2 = 13,000 lbs.) Any single axle, regardless of the tire size, may not exceed 25,000 lbs.

Two Axle group may not exceed 46,000 lbs. or 23,000 lbs. per axle.

Three Axle group may not exceed 60,000 lbs. or 20,000 lbs. per axle.

A single trip permit may be purchased to be used in conjunction with an annual envelope vehicle permit to increase height or width limits. Length and weight limitations cannot be increased.

How Do I Apply?

Customers may use Online Permits (CPS) to apply for and receive a permit, or by submitting a completed Form 301, Application/Renewal for Annual Oversize/ Overweight Permit [pdf, 2 pages, 183kb] by facsimile (512) 465-3585. You may also apply by mail to the address on the application form. All applications must include payment information. Permits expire one year from "movement to begin" date.

Motor Carrier Registration Requirements

If you are permitted under the provisions of Transportation Code, Chapter 623, Subchapter D, before obtaining an oversize/overweight permit you must be registered as a commercial motor carrier.

A commercial motor vehicle includes any motor vehicle or combination of vehicles with a gross weight, registered weight, or gross weight rating in excess of 26,000 pounds that is designed or used for the transportation of cargo in furtherance of any commercial enterprise.

Vehicle Registration Requirements

Proper vehicle registration must be obtained through TxDOT's Vehicle Titles and Registration Division or your county tax office. The vehicle or vehicle combination must be registered in accordance with Transportation Code, Chapter 502, for the maximum weight as set forth by Transportation Code, Chapter 621. Vehicles with temporary registration are not eligible for this type of permit.

Fees

Annual Envelope Permit fee - $4,000

Fees are payable by:

  • MasterCard, Visa, Discover, and American Express ($1 service charge)
  • PAC-Permit Account Card
  • personal check, business check, cashier's check, or money order, payable to the Texas Department of Transportation (for mail applications only)
  • funds deposited in a pre-established escrow account.

Electronic and facsimile applications must include credit card or escrow account payment information. All fees are nonrefundable.

Other Information

This permit allows for unlimited movement on state-maintained roads in the State of Texas under the following conditions.

  • No more than one vehicle may be operated at a time with a specific annual permit. The original certified permit must be carried in the vehicle at all times. The original certified permit may not be duplicated.
  • Permittee is responsible for routing and obtaining current restrictions and information concerning hazardous weather related road conditions.
  • Permit Movement Conditions and Curfews Form 001 [pdf, 1 page, 24kb] must be attached to the permit at all times. Permittee must follow all curfews as listed.
  • Permits may not be amended.
  • Daylight movement only. Loads not exceeding 10' wide or 100' long with legal front and rear overhang may travel at night on the Interstate Highway System only.
  • Loads traveling on load zoned roads must have load zoned weights. Use the weight supplement sheet to determine the proper weight distribution per axle and axle grouping.
  • May not travel over load zoned bridges when exceeding the posted capacity.
  • The permitted vehicle must have a rear escort for loads extending more than 20’ beyond the rearmost portion of the load-carrying surface, and have a front escort for loads extending more than 20’ beyond the foremost portion of the permitted vehicle. A permit will not be valid when the load has more than 25’ front overhang, or more than 30’ rear overhang.
  • Permit is non-transferable between companies.
  • The permit is not specific to a particular vehicle and may be transferred between any properly registered vehicles owned or leased by the permittee.
