Permit Account Card (PAC) is part of FirstPay, a U.S. patented payment method
provided through Frost Bank San Antonio. A PAC may be used
for payment of permit and motor carrier registration fees purchased from TxDOT.
You may establish a FirstPay account with funds adequate to accommodate service
purchases. You can then purchase a card to provide access to these funds. You
will receive detailed monthly accounting statements.
How Does a Permit Account Card Work?
You maintain funds in a FirstPay account and FirstPay issues you a Permit Account Card.
The cost of the service is charged to your account and payment is made
by FirstPay to the State.
Frost Bank provides you with a statement that shows all your purchases in
date order.
Option: If your account balance falls below a level specified by you, FirstPay can automatically transfer funds from
your principal account.
What are the Benefits?
No credit approval required. Unlimited credit. There is no credit limit to
restrict your purchase of services.
Automatic accounting provides a monthly statement showing all services
purchased. Special reporting upon request provides a detailed report. This
reports additional information relating to each purchase.
FirstPay provides an alternative for companies using other payment methods to
purchase motor carrier credentials and oversize/overweight permits from TxDOT’s Motor Carrier Division. Contact
