William G. Burnett, P.E., graduated from Texas Tech in 1971 with a degree in civil engineering. He went to work for the State Highway Department that same year as a engineering assistant in the Odessa District. During his 26 year career he held numerous positions including resident engineer, district engineer and President of the American Association of State Highway and Transportation Officials (AASHTO). Mr. Burnett became the Executive Director in 1993 and served in that position until he left office in 1997.

In 1992, he was elected to the Civil Engineering Academy of Texas Tech University and was honored as a Distinguished Engineer by the university’s College of Engineering in 1995.
