Arnold W. Oliver, P.E., graduated from
The University of Texas with a bachelor of
science degree in civil engineering in 1960.
He began his career with the department as a
summer employee while still attending
college. Upon graduation, he joined the
department full-time in the Wichita Falls
District. He progressed through a variety of
positions within the department and was
selected as the department's Executive
Director in October, 1989. He continued in
that position until August, 1993. |
