On September 20, 2006, Texas Transportation Commission Chair
Ric Williamson addressed the National Surface Transportation Policy and
Revenue Commission. Chairman Williamson's testimony, titled "The Federal Surface Transportation System:
Options for the Future," focused on several key
transportation issues, including:
- improving the reliability of federal funds,
- increasing the flexibility of federal funds,
- adapting to federal rescissions,
- streamlining the federal environmental review process,
- reforming federal earmarking,
- maintaining the federal surface transportation system, and
- engaging the private sector.
