The following Special Provisions modify, amplify, or amend the General
Provisions with respect to the clauses cited below and no other clauses or
requirements of these items are waived or changed hereby. The Special Provisions
shall take precedence over the General Provisions.

SP-9. Modify SECTION 90 - MEASUREMENT AND PAYMENT as follows:
In Paragraph 90-06 PARTIAL PAYMENTS, replace all references to 10 percent
retainage to 5 percent retainage.
In Paragraph 90-08 PAYMENT OF WITHHELD FUNDS, change 90-08.b. to read:
The Contractor shall deposit to and maintain in such escrow only those
securities or bank certificates of deposit as are acceptable to the owner
and having a value of not less than twice the 5 percent of the retainage
that would otherwise be withheld from partial payment. The Contractor shall
maintain such deposits in escrow until the Agent authorizes in writing the
release of such funds.
