I-20 and SH 31 interchange project

Project overview

TxDOT is finishing the final plans for the improvements on the I-20 and SH 31 interchange in Gregg County. The project limits are approximately 2.7 miles along I-20 and 2.4 miles along SH 31. The interchange is located between the cities of Longview and Kilgore. The purpose of the project is to update access to I-20 and SH 31 to improve mobility, enhance access, reduce air pollution, and improve safety at the interchange and along the corridor. The improvements will provide better access on I-20 between SH 42 and FM 2087 and on SH 31 between US 259 and Four S Industrial Road. The improvements will help meet current and future traffic needs resulting from increasing population growth and developmental trends in the region.

Project improvements

  • Widening from a four-lane to a six-lane highway to provide three travel lanes in each direction and designing bridge crossing for the future
  • Redesigning the highway’s alignments to meet current design standards and enhance safety
  • Reconfiguring various ramps, direct connectors, and bridge crossings to meet current design standards
  • Realign frontage roads to meet current design standards and provide safer connections to I-20 and SH 31 

This project will require the acquisition of new right-of-way from adjacent property owners.

Construction schedule

This project is in its final design phase. The construction funds are identified and right-of-way acquisitions have begun.

  • Environmental Clearance – April 3, 2020
  • Right-of-Way Acquisition – Fall 2023 
  • Utility Relocation – Fall 2023
  • Construction Start –  2025
