Purpose The Texas Department of Transportation (TxDOT) Pharr District is proposing to widen and upgrade State Highway (SH) 107 from two to four lanes from West Floodway Levee in La Villa, Hidalgo County, Texas to Louisiana Road in Santa Rosa, Cameron County, Texas.
Description

The approximately 6.5-mile proposed project traverses both Hidalgo and Cameron counties and would convert the existing two-lane undivided roadway to a four-lane divided roadway with two, 12-foot-wide travel lanes and 10-foot-wide outside and 4-foot-wide inside shoulders in each direction. The proposed divided roadway would include a 68-foot-wide grassy median for stormwater drainage and includes median crossovers at intersecting streets and select locations throughout the corridor. In addition, the proposed project would include a consolidated driveway north of the proposed SH 107 main lanes for properties located between the Willacy Canal and West Cantu Road. The proposed project is needed to add capacity to SH 107, enhance safety and meet the requirements of an evacuation route. Approximately 3,065-linear-feet of bridge that would span the entire International Boundary and Waterway Commission (IBWC) north floodway is included in this project. There would also be two replacement box culverts on new location at the Willacy Canal included.

The proposed project would, subject to final design considerations, require approximately 83.9 acres of additional right of way and would potentially displace three residential structures (two occupied residences and one unoccupied residence) but no commercial structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program, services, and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right of way acquisition and construction, can be obtained from the TxDOT District Office by calling Horacio Elizondo, Jr., at (956) 702-6350.

The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Pharr District Office, 600 West Interstate 2, Pharr, Texas 78577. Project materials are also available online on this webpage. These materials will also be available in hard copy form for review at the in-person option.
