Notice of availability of finding of no significant impact (FONSI)

Purpose This notice advises the public that the Texas Department of Transportation (TxDOT) has issued a finding of no significant impact (FONSI) for the proposed International Bridge Trade Corridor (IBTC) project, and that the FONSI is available for public review.
Description

The proposed project would construct a controlled access six-lane divided non-tolled roadway on new location from 365 Tollway and FM 493 to I-2 in Hidalgo County, Texas.

The FONSI and approved final environmental assessment (EA) are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at TxDOT Pharr District, 600 W. I-2, Pharr, TX 78577 at 956-702-6200. They are also available online on this webpage.

For further information or to request a copy of the FONSI and/or approved final EA, please contact the TxDOT Engineer Project Manager at 956-607-1914, or via email as shown in the notice.

Accessibility The FONSI and EA are written in English. If you need an interpreter or document translator because English is not your primary language or have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or you are a person with a disability who requires an accommodation to review the FONSI or EA, please contact the Pharr District Environmental Project Manager at 956-702-6294. You may also contact the Division Environmental Project Manager at 512-416-2547 no later than 4 p.m. CT, at least three business days before the date on which you would like to review the FONSI or EA. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
