Purpose TxDOT is proposing to reconstruct and expand FM 1423 from two to four or six lanes, as well as install curb and gutter sections and continuous center left-turn lanes/raised medians in Hidalgo County, Texas.
Description

TxDOT proposes reconstruction and expansion of FM 1423 (Val Verde Road) from SH 107 to US 83 Business. From SH 107 to Minnesota Road (1427-01-032), the proposed project would reconstruct and expand the roadway from two to four lanes with a continuous center left-turn lane, add bicycle and pedestrian facilities, and add curb-and-gutter. From Minnesota Road to I-2 (1427-01-037), the proposed project would reconstruct and expand the roadway from two to six lanes, add left-turn lanes and a raised median, widen outside shoulders from approximately 100 feet north of FM 495 to Minnesota Road, and add bicycle and pedestrian facilities. From I-2 to US 83 Business (1427-01-033), the proposed project would reconstruct and expand the roadway from two to four lanes, add two six-foot bicycle lanes, and add sidewalks. This project is approximately 8.4 miles in length and proposes approximately 59.5 acres of new right of way (ROW), including ROW expansion from an existing width of 80-120 feet to 150 feet from I-2 to SH 107, while the existing 80-foot ROW width from I-2 to US 83 Business would be maintained. The project corridor extends from the San Carlos community through a rural section to the Donna community.

Under the National Environmental Policy Act (NEPA), environmental constraints are being considered and the proposed project would, subject to final design considerations, require additional ROW and potentially displace 23 residences and 14 non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office.

The proposed project would require ROW adjacent to the Patricia S. Garza Elementary School recreational field. The school is located at 8801 W Alberta Rd, Donna, TX 78537, and recreational fields with soccer goals borders FM 1423 on the east side of the campus. Approximately 0.33 acres of right of way acquisition is proposed at this location. TxDOT anticipates making a de minimis determination for this use under Section 4(f) of the Department of Transportation Act of 1966. Public comment on the effects of the proposed project on the activities, features, or attributes of the Patricia S. Garza Elementary School recreational field may be submitted as described below.

How to make a comment Written comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Pharr District Office, 600 W. I-2, Pharr, TX 78577. Written comments may also be submitted as described in the notice.
Memorandum of understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
