Following the virtual public meeting, the virtual room will remain available for viewing at the web address indicated above until Thursday, Nov. 9, 2023, at 11:59 p.m. If you do not have internet access, you may call the TxDOT Project Manager at 956-702-6248 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

In-person details

TxDOT is providing two in-person open house style meetings in both San Benito and Harlingen for individuals who would like to participate in person. In-person attendees will be able to view the same information delivered in the online public meeting, review hard copies of project materials, ask questions to TxDOT staff and/or consultants, and leave written comments.

Purpose

The TxDOT Pharr District is proposing to reconstruct and widen Business Highway (BUS) 77 from Farm-to-Market (FM) 507 to FM 510 in Cameron County, Texas. This notice advises the public that TxDOT will be conducting an online virtual public meeting on the proposed project with in-person options. The virtual meeting will consist of a virtual meeting room and include both audio and visual components.

Description

The proposed BUS 77 project extends approximately 7.05 miles from FM 507 to FM 510. The improvements consist of reconstructing and widening the existing roadway to add lane capacity, install a raised median, add bicycle and pedestrian accommodations on both sides of the roadway, and improve bridges crossing the Arroyo Colorado, three outfall channels, and Resaca De Los Fresnos. The existing BUS 77 is a six-lane and four-lane principal arterial roadway providing mobility and access to residences, businesses and schools, and linking the roadway network to other urban areas.

The proposed project, subject to final design considerations, would require additional right-of-way and potentially displace no residences. No non-residential structures are anticipated to be displaced at this time. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by the ROW Project Delivery Manager at 956-702-6287.

The proposed project could impact the Arroyo Colorado Floodway, which would be protected under Section 4(f) of the Department of Transportation Act of 1966 if considered a Section 4(f) resource. Potential project impacts have not been determined at this time.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Pharr District Office, 600 W. Interstate 2, Pharr, TX 78577. These materials will also be available in hard copy form for review at the in-person options.
