Notice affording an opportunity for a public hearing

Purpose The purpose of this notice is to advise the public that TxDOT's Odessa District is affording an opportunity for a public hearing on the proposed project realignment of Farm-to-Market Road (FM) 1053 from FM 11 to approximately 10 miles south of FM 1450 in Pecos County, Texas. All hearing requests and comments must be received on or before Friday, Nov. 17, 2023.
Description

Due to a geological subsidence, TxDOT is proposing to realign a portion of FM 1053. This portion of FM 1053 is proposed to be realigned to the existing Buena Vista Road, from FM 11, approximately 5 miles southeast of the current FM 1053 intersection with FM 11, to approximately 10 miles south of FM 1450, an approximate distance of 16 miles. The proposed FM 1053 roadway would consist of two undivided, 12-foot-wide travel lanes with 10-foot-wide shoulders. Proposed right of way is anticipated to be a maximum width of 550 feet with a typical width between 120 feet and 150 feet (20 to 430 feet wider than existing).

Although additional right-of-way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the TxDOT district office by calling 432-498-4645.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Odessa District Office, 3901 E. Highway 80, Odessa, TX 79761. Project materials are also available below under "downloads."

How to request a hearing

Any interested person may submit a written request for a public hearing on this project. Written comments from the public regarding the proposed project are also requested. Written hearing requests and comments may be submitted by email as shown in the notice or by mail to:

All hearing requests and comments must be received on or before Friday, Nov. 17, 2023.

A hearing will be held if 10 or more individuals submit timely written requests for a hearing, or if an agency with jurisdiction over the project submits a timely written request for a hearing that is supported by reasons why a hearing will be helpful. Responses to comments received will be available on this webpage once they have been prepared.
