Purpose The purpose of the public meeting is to present the proposed project to the public and receive comments. The project is proposing improvements along FM 646 from FM 3436 to SH 146 in Galveston County, Texas. The virtual and in-person meeting will consist of the same narrated presentation by the project team, project exhibits and other information, and an opportunity to comment.
Description

A Finding of No Significant Impact (FONSI) was received on May 23, 2011, to widen approximately 8 miles of FM 646 from IH 45 to Bayshore Boulevard. The portion between IH 45 and Edmund Way (1.3 miles) has been constructed. A reevaluation is being performed for the portion of the project limits, from FM 3436 to SH 146, a total of approximately 0.90 mile. Design modifications would involve: 1) extending the limits of the curb and gutter drainage system; 2) decreasing the proposed shoulder widths; 3) adding truck loons; 4) shifting median openings; 5) adding a shared use path; and 6) minor widening of the proposed right of way (ROW) near FM 3436 and near SH 146.

A total of 0.33 acre of new ROW would be required for the proposed design changes. Although additional ROW would be required, no additional residential or non-residential structures are anticipated to be displaced at this time. The proposed project would involve an action in a floodplain.

Memorandum of Understanding As provided for by 23 CFR 450.212, 23 CFR 450.318, and Appendix A to 23 CFR Part 450, the results or decisions of this Planning and Environmental Linkages Study may be incorporated into or used as part of the review of one or more projects under the National Environmental Policy Act, which would be carried-out by TxDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
