The virtual public meeting will be available starting on Tuesday, Oct. 3, 2023, by 5 p.m. The virtual public meeting will consist of a pre-recorded video presentation and will include both audio and visual components. Please note that the presentation will not be available on the website until the time and date listed above. If you do not have internet access, you may call 713-802-5199 between the hours of 8 a.m. to 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process. Formal comments may be provided by mail or email as explained below.

The meeting will be an open house format. Attendees will be able to view the same pre-recorded presentation as posted online, review hard copies of project materials, ask questions and submit written comments.
Purpose Fort Bend County, in cooperation with the Texas Department of Transportation (TxDOT), Houston District, is proposing improvements along SH 99 between Highland Knolls/Bay Hill Boulevard and South Fry Road in Fort Bend County, Texas.
Description

The proposed project would add continuous two-lane frontage roads along sections of SH 99 between Highland Knolls/Bay Hill Boulevard and South Fry Road. A section of frontage road would be constructed along SH 99 northbound from South Fry Road to Highland Knolls/Bay Hill Boulevard. Two additional sections of frontage road would be constructed along SH 99 southbound from (1) Highland Knolls/Bay Hill Boulevard to Cinco Ranch Boulevard and then (2) from Westheimer Parkway to South Fry Road. The proposed frontage roads, approximately three miles in length, would also include adjustments of ramp access locations, curb and gutter with storm sewer, and would provide an 8 to 10-foot-wide continuous shared-use path to accommodate bicycles and pedestrians. This proposed project’s shared-use path would connect with the existing shared-use path from Highland Knolls/Bay Hill Boulevard to South Fry Road.

Although approximately 6.77 acres of right-of-way (ROW) would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for ROW acquisition may be obtained from Matt Billiot, P.E., project manager with Binkley Barfield, part of the Fort Bend County project team, by calling 713-869-3433 or via email at sh99fr@binkleybarfield.com.

The proposed project would involve construction in floodplains and wetlands.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for review by appointment at the Fort Bend County Engineer’s Office at 301 Jackson Street, Richmond, Texas 77469 by calling Matt Billiot, P.E., project manager, at (713) 869 3433. Project materials are also available online at fbctx.gov/SH-99.
