Purpose The purpose of the public meeting is to present the  proposed project to the public and receive comments. The project is proposing  improvements and design modifications to SH 242 from FM 1488 to I-45 project in Montgomery County, Texas. The virtual and in-person meeting  will consist of the same narrated presentation by the project team, project exhibits and other information, and an opportunity to comment.
Description

The TxDOT Houston District proposes a design modification of the SH 242 from FM 1488 to I-45 roadway project from an added capacity roadway expansion project to a non-added capacity intersection, shoulder, and drainage improvement project. The design modification is a result of stakeholder and community input received from the SH 242 public meeting held June 23, 2022. 

Originally the design proposed to add two additional through lanes (one eastbound and westbound) to the existing SH 242 roadway. The revised project would maintain the SH 242 roadway lane configuration as it currently exists. The project now proposes to add and/or widen right-turn and left-turn lanes at thirteen intersection locations. No additional right of way would be required for the roadway improvements; however, approximately 10.74 acres of right of way would be needed for three proposed stormwater detention ponds. Additionally, since the proposed project would not increase the capacity or change the horizontal or vertical alignment of the roadway, no noise barriers are warranted with these improvements.

No residential or non-residential structures are anticipated to be displaced at this time. The proposed project would involve an action in a floodplain. Approximately 2.7 acres of the proposed detention ponds are within the Federal Emergency Management Agency designated 100-year floodplain. The proposed project would not raise the base flood elevation to a level that would violate applicable floodplain regulations or ordinances.

Memorandum of Understanding As provided for by 23 CFR 450.212, 23 CFR 450.318, and Appendix A to 23 CFR Part 450, the results or decisions of this Planning and Environmental Linkages Study may be incorporated into or used as part of the review of one or more projects under the National Environmental Policy Act, which would be carried-out by TxDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
