Purpose The TxDOT Houston District is proposing to replace the bridge connecting Galveston Island and Pelican Island in Galveston County, Texas.
Description

The proposed project would replace the existing Pelican Island Causeway (Seawolf Parkway) lift bridge with a fixed span bridge structure and reroute a portion of Seawolf Parkway around the north side of the Texas A&M Galveston Campus. The proposed bridge would also include bicycle and pedestrian accommodations. The proposed bridge would be on new location and would meet Gulf Intracoastal Waterway (GIWW) clearance requirements. The proposed project would provide a safe and reliable crossing of the Pelican Island Channel for both vehicular and pedestrian traffic, and to ensure uninterrupted access for evacuation and for emergency and basic services to Pelican Island. The proposed project would require approximately 28.5 acres of right of way and 0.2 acre of drainage easement.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. The proposed project is anticipated to impact the following National Register Historic Places eligible property Seawolf Parkway at Pelican Island Channel bridge protected under Section 4(f) of the Department of Transportation Act of 1966.

The proposed project would involve construction in wetlands.

The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for review Monday through Friday between the hours of 8 a.m. and 5 p.m. by appointment at the TxDOT Houston District Office, 7600 Washington Avenue, Houston, Texas 77007 or at the TxDOT Galveston Area Office, 5407 Gulf Freeway (I-45), La Marque, Texas 77568. Memorandum of Understanding As provided for by 23 CFR 450.212, 23 CFR 450.318, and Appendix A to 23 CFR Part 450, the results or decisions of this Planning and Environmental Linkages Study may be incorporated into or used as part of the review of one or more projects under the National Environmental Policy Act, which would be carried-out by TxDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
