The virtual public meeting will be available starting on Tuesday, Sept. 26, 2023, by 5 p.m.

The virtual public meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The virtual public meeting presentation and study information is available on this webpage.

If you do not have internet access, you may call 713-802-5560 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access study materials during the project development process. Formal comments may be provided by mail or email as explained below.

In-person details

TxDOT is providing two in-person open house options for individuals who would like to participate in person, instead of online. In-person attendees will be able to view the same pre-recorded presentation as posted online, review hard copies of study materials, ask questions and submit written comments. Information presented at each open house event will be identical.

Purpose The purpose of this fourth and final PEL meeting is to provide an opportunity for the community to review and comment on the latest study updates and the recommended alternatives that resulted from the second level of alternative screening and evaluation. A series of three public meetings were held between 2018 and 2023 and public input from those events has been considered in the study findings. No changes will be made or proposed to the existing roadway at this time. Alternatives recommended at the conclusion of the PEL study may become future projects and would be subject to modification during the project development process.
Description

The purpose of the I-45N PEL Study is to explore transportation alternatives to address the growing safety, mobility, and connectivity needs along the corridor due to the projected population and employment growth in the greater Houston region. The study corridor has been identified as a 24-mile stretch of I-45 North from Beltway 8 North to Loop 336 South.

Any documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed study are on file and available for review Monday through Friday between the hours of 8 a.m. to 5 p.m. at the TxDOT Houston District Office, 7600 Washington Avenue, Houston, Texas 77007, by contacting 713-802-5374. Project materials are also available onlineon this webpage. These materials will also be available in hard copy form for review at the in-person option.

Memorandum of Understanding As provided for by 23 CFR 450.212, 23 CFR 450.318, and Appendix A to 23 CFR Part 450, the results or decisions of this Planning and Environmental Linkages Study may be incorporated into or used as part of the review of one or more projects under the National Environmental Policy Act, which would be carried-out by TxDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
