Purpose The purpose of the public meeting is to present the proposed project and receive public input. The virtual and in-person open house will consist of the same pre-recorded presentation, project exhibits and informative materials, plus an opportunity to provide comments.
Description

The proposed project would replace the existing bridges over San Jacinto River and modify the bridge approaches to limit potential waterborne strikes of the bridge substructures, thus improving safety, access, and navigation for the mariner community and general safety for the traveling public. The proposed project would also add capacity to the existing I-10 project limits by adding one general purpose lane and two high-occupancy vehicle (HOV) managed lanes in each direction. Proposed improvements along Spur 330 include widening to add one HOV managed lane in each direction and direct access to the I-10 managed lanes. The replacement I-10 bridge, while currently still in design, would tentatively consist of a steel girder bridge with a 52-foot vertical clearance and a 386-foot horizontal clearance. The total project length is 3.75 miles and approximately 3.6 acres of new right-of-way would be required for the proposed improvements.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace one non-residential structure containing two businesses.  Relocation assistance is available for displaced persons and businesses.  Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition, may be obtained from the TxDOT District Office by calling (713) 802-5056.

The proposed project would involve construction in wetlands. 

The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for review Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Houston District Office, 7600 Washington Avenue, Houston, Texas 77007.

Memorandum of Understanding As provided for by 23 CFR 450.212, 23 CFR 450.318, and Appendix A to 23 CFR Part 450, the results or decisions of this Planning and Environmental Linkages Study may be incorporated into or used as part of the review of one or more projects under the National Environmental Policy Act, which would be carried-out by TxDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
