Notice of final environmental assessment available for review

Purpose This notice advises the public that TxDOT has issued a final environmental assessment for the proposed East-West Connector (Rental Car Drive) project, and that the final EA is available for public review. The proposed project would be a new roadway from SH 360 to International Parkway in Tarrant County, Texas.
Description

The proposed construction of East-West Connector includes a new four-lane, divided urban arterial roadway in eastern Tarrant County, Texas. This facility would generally consist of two 12-foot lanes in each direction separated by a six to 18-foot-wide raised, grassy center median. The westbound direction would include: a shared use path (to accommodate both pedestrians and cyclists), and two 12-foot wide vehicle travel lanes. Similarly, the eastbound direction would include all elements of the westbound direction apart from a five to six-foot pedestrian sidewalk in lieu of the shared-use path. The proposed roadway would include a bridge structure spanning the 100-year floodplain surrounding Bear Creek. A second proposed bridge structure would be constructed south of the dam/outfall of the Trigg Lake emergency spillway to allow the passage of anticipated flows. The project is proposed to be constructed in two project phases. The initial phase is anticipated to start in 2023 and would include two-lanes, with one lane in each direction. The ultimate phase is anticipated to be complete in 2028, and includes four-lanes, with two lanes in each direction when funding becomes available. The purpose of the project is to reduce travel times and improve mobility to and from the DFW Airport by increasing connectivity between the intersection of SH 360 and East Harwood Road and the intersection of International Parkway and Rental Car Drive.

Pursuant to 23 CFR 771.119(h), TxDOT will issue a finding of no significant impact for this project no sooner than 30 days after the issuance of this notice of availability.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by the Federal Highway Administration and TxDOT.
