The public meeting will be held from 6 p.m. until 8 p.m., and will follow an “open house” format. The purpose of the meeting is to present the proposed project and receive public comment.

Purpose The City of Arlington in conjunction with the TxDOT, as the lead agency are proposing to extend Center Street (Dr. Martin Luther King, Jr. Drive) from East Bardin Road to Southeast Green Oaks Boulevard in Tarrant County, Texas. This notice advises the public that City of Arlington and TxDOT will be conducting an online virtual public meeting on the proposed project with an in-person option.
Description

The proposed project would connect Center Street (Dr. Martin Luther King, Jr. Drive) from East Bardin Road to Engleside Drive, with pavement markings carrying through to Southeast Green Oaks Boulevard. The total project length is 1.18 miles. The proposed typical roadway section for Center Street (Dr. Martin Luther King, Jr. Drive) would have a 115-foot to 120-foot right-of-way with an additional 5 to 80 feet of easement in the stretch north of the East Embercrest Drive connection point. South of the East Embercrest Drive connection point, the proposed roadway would have a 55-foot to 70-foot right-of-way. East Embercrest Drive would have a 60-foot right-of-way that would tie into existing pavement. The new roadway would be an extension of the existing Center Street, with two northbound lanes and two southbound lanes separated by a raised median.

The proposed project is adjacent to Bob McFarland Park, a community park south of East Embercrest Drive. Project activities would require small temporary easements along the northern portion of Bob McFarland Park to stage and move construction equipment. No permanent impacts or easements are expected within the park right-of-way.

The project would require approximately 8.56 acres of additional right-of-way, all of which are owned by the City of Arlington. The project would also require approximately 4.43 acres of permanent easements. Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the City of Arlington office by calling 817-459-6152.

All comments must be received on or before Wednesday, Aug. 9, 2023, to be included as part of the official public meeting record. Responses to comments received will be on file and available for inspection at the TxDOT – Fort Worth District Office once they have been prepared.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
