Note: There will be no live in-person presentation; the meetings will be held as an open house and the public may come and go at their convenience. 

Purpose TxDOT is providing two in-person public meeting opportunities in addition to the virtual public meeting. Two separate meetings are scheduled to take place beginning with one on Tuesday, Oct. 24, 2023, from 5 – 7 p.m. The second in-person public meeting will be scheduled on Thursday, Oct. 26, 2023, from 5 – 7 p.m. Both in-person meetings will cover the same material. The virtual public meeting will provide the same materials and also include a pre-recorded presentation.
Description

The TxDOT Beaumont District is conducting a virtual public meeting with in-person options to present information and give feedback on the proposed improvements along US 69 Woodville-Colmesneil Relief Route, from south of RR 255 to south of Black Creek in Tyler County.  US 69 is a south-north highway that runs from Port Arthur to Denison, TX and is designated as a hurricane evacuation route.

The purpose of this project is to provide a relief route to support safe and efficient south/north movement of people and goods between Colmesneil and Warren. This public meeting will be held to present the four primary route options and to gather additional feedback from the community. 

The approximate 25-mile proposed project would include a new location roadway. The ultimate roadway south of US 190 would generally include two 12-foot travel lanes in each direction, a northbound 13-foot outside shoulder to be used as a hurricane evacuation lane, a southbound 10-foot outside shoulder, and two-lane frontage roads in each direction that would require approximately 400 feet of right-of-way (ROW) width.

 The ultimate roadway north of US 190 would generally include two 12-foot travel lanes in each direction, a northbound 13-foot outside shoulder to be used as a hurricane evacuation lane, and a southbound 10-foot outside shoulder that would require 300 feet of ROW width. Bicycle and pedestrian accommodation would be considered throughout the entire project. 

Accessibility All interested community members are invited to attend the public meeting. The public meeting will be conducted in English. Persons interested in attending who have special communication or accommodation needs, or require an interpreter, are encouraged to contact the TxDOT Public Information Officer at 409-898-5745. Requests should be made at least three days before the event. Every reasonable effort will be made to accommodate these needs.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
