Why is Lebanon Road being
realigned? |

Lebanon has been in the plans as the cross street for Kell
since the 1960?s. Lawrence has been used in the past because
it was already developed. Making Lebanon the cross street
has several advantages:
It gives motorists a straight shot to Old Seymour
Road and could later be developed North to Business
277/Seymour Hwy.
It provides for square intersections, causing less sight
problems.
It allows for more room on the freeway between
overpasses, eliminating the roller coaster effect. It also
provides more room for on and off-ramps.
Lebanon gives motorists an alternate North/South route
for Kemp.

more land for the future phases? |

No. All the right-of-way that is needed has already been bought.

When will the whole Kell
project be finished? |
|
There are five phases to the Kell project. Phases 1 and 2 were completed in
1990. Phase 3 was opened to traffic in March 2003. Phase 5 (Falls
Flyover) was opened in November 2007. One interchange ramp is currently
being rebuilt. Phase 4 (Kell West Extension) is also being constructed and will
open in 2010.

Why did it take so long to
finally finish Kell? |

Planning for the original Kell project began back in the 1960?s. Then Wichita
Falls was growing and there was a need for Kell. It was planned in 5 phases, of
which 2 were constructed from 1985-1990. With the population continuing to
decline in the last part of the 20th century, funding for major highway projects
in Wichita Falls lost out to the larger Texas Metropolitan areas. The Kell
project was put on the backburner. With no funding, Kell became "the Highway to
Nowhere." Now Wichita Falls is growing again and funding has become available.
