How will the proposed
improvements be identified and prioritized? |

Improvements will be developed using findings and
recommendations from previous studies, alternatives proposed
by the study team and input received from the public.
Improvement alternatives will be evaluated using these and
other criteria:
- Benefits and impacts related to traffic/mobility
- Economic development
- Engineering and cost considerations
- Environmental resources
- Public comments
This study will not select a preferred alternative
alignment. It will provide technical information regarding
the environmental impacts and constructability of
alternatives. These can be used by TxDOT and other involved
agencies to prioritize improvements for future project
development.

What type of improvements
will this study evaluate? |
|
This study will assess the feasibility of various transportation improvements
including:
- The widening of the existing highway to provide
additional travel lanes
- Upgrading to an interstate grade highway facility
- The adequacy of the existing rail corridors
Additionally, localized roadway improvements may be recommended for further
study including overpasses, providing truck passing lanes, and eliminating
roadway deficiencies such as sharp curves. The improvements under consideration
will address both existing and future (through year 2040) transportation needs
within the corridor.

Will you consider the
No-Build alternative? |
|
Yes. A No-Build or do-nothing alternative will be included as part of the
feasibility process. It will be carried forward and evaluated using the same
evaluation criteria applied to other alternatives.Subsequent environmental
studies will also analyze the No-Build alternative during the formal
environmental documentation phase of the project.

Do you know when
construction will begin? |
|
No. This study is only a feasibility study, and is the first phase of the
project development process, which is scheduled to be completed the first quarter
of 2012. The results of this study will provide TxDOT with useful information to
determine what, if any, improvements should be considered for implementation
along the US 190/IH 10 corridor in the future depending upon available funding.
This project will not include required environmental
documentation, design plans and construction, all of which
are subsequent and future activities in the project
development process.

How will the improvements
be funded? |
|
It is not known at this time. The study will identify potential funding and
revenue sources. It will include broad level maintenance and operation financing
components in addition to capital costs. Innovative and non-traditional
financing will be investigated and the finance plan will include federal, state,
local and private funding sources as appropriate.

Is this study related to
any other proposed improvements? |
|
Yes, the highway corridor project referred to as the
14th Amendment Highway is being promoted by the Federal
Highway Administration in response to federal legislation.
Generally, the study will examine improvements of the
highway facilities between Natchez, Mississippi and Augusta,
Georgia. This US 190/IH 10 study complements this study at a
regional and national context.

All comments received will be considered in the development
and evaluation of alternatives. They will be reviewed and if
an answer or information is required a response will be
provided. At the end of the study, a comment summary will be
developed to categorize and summarize comments received.
