The purpose of the 2008 Comprehensive Mobility Plan (CMP) is to accelerate the delivery of important transportation improvement projects in the El Paso region that will enhance mobility and continue to improve air quality and safety, and provide an environment to support economic development. All of these objectives are consistent with the goals that the El Paso MPO and TxDOT share as part of their long range planning strategic plans.
The 2008 CMP is divided into four sections (See Map):
