Virtual public workshops

The Enhanced Mobility of Seniors and Individuals with Disabilities Program (49 USC, Section 5310) is also known as the FTA 5310 Program and is intended to fully integrate with other federal, state, and local resources and programs that are designed to serve similar populations. This is done through regionally developed public transportation coordination plans and public workshops.

The public workshops provide an opportunity to gather input from a diverse group of local stakeholders and the public to assist TxDOT in making decisions regarding the Federal Funding for the 5310 Program and identify how we can best use our resources to serve the mobility needs of the community. We are seeking the participation of, seniors, individuals with disabilities, representatives of public, private, and nonprofit transportation and human service providers, and other members of the public who share TxDOT’s goal of improving the local mobility services for seniors and individuals with disabilities.

Regional public workshops were held in December 2022 and January 2023. The comment period for the virtual public workshops closed on Jan. 19, 2023. A workshop summary will be available in winter of 2023. You can view materials from the workshops here:

Enhanced mobility of seniors and individuals with disabilities program

The Enhanced Mobility of Seniors and Individuals with Disabilities Program (49 USC, Section 5310) is also known as the FTA 5310 Program. The program:

  • promotes the development and maintenance of a network of transportation services for seniors and individuals with disabilities throughout the state, in partnership with local stakeholders
  • promotes public transportation projects that decrease the reliance of individuals with disabilities on ADA complementary paratransit services
  • provides technical assistance to improve the efficiency, effectiveness, and safety of 5310 transit providers

Eligible recipients

Enhanced Mobility of Seniors and Individuals with Disabilities grants are awarded to nonprofit organizations, and local public entities serving rural (under 50,000 population) and small urban (population of less than 200,000) areas. Private taxi companies that provide shared-ride taxi services to the public or to special categories of users (such as seniors or individuals with disabilities) on a regular basis are also eligible recipients.
