The TxDOT El Paso District is developing a Corridor Master Plan for a 9.4-mile section of Horizon Boulevard (FM 1281) from Alameda Avenue (SH 20) to Ascension Street. Horizon Boulevard connects the communities of Socorro, Sparks, and Horizon City, as well as parks, schools, neighborhoods, and various businesses. Horizon Boulevard is expected to experience increased growth in the future, as many new developments along the corridor are currently in the planning or construction phases.

Primary Objective

To better prepare for future growth, TxDOT is developing a Corridor Master Plan to identify current and future transportation needs along Horizon Boulevard (FM 1281). The Corridor Master Plan will:

  • Define existing transportation challenges and opportunities and consider, evaluate, and provide possible solutions
  • Document and evaluate the community's future vision regarding transportation
  • Develop a set of recommendations to enhance safety and mobility

The plan will include data collection, public involvement, analysis of current and future transportation needs, and identification of potential projects. A key outcome of this process will be the identification of a set of projects for short-, mid-, and long-term implementation.

Get Involved

Public involvement is a key element to the success of this Corridor Master Plan. The plan will be developed over the next year through a process including coordination with the public, stakeholders, elected/public officials, cities, counties, and agencies. As the planning process proceeds public input will be requested at key coordination points throughout the development of the Horizon Boulevard Corridor Master Plan.

These coordination points include:

  • Collection of existing data/information including the vision and needs for this corridor
  • Development, evaluation, and screening of initial concepts
  • Prioritization of projects

The first series of public meetings is scheduled for Feb. 20, 2018 and Feb. 21, 2018. The same information will be provided at each meeting and will be posted here.
