Brian Smallwood serves as director of Operational Excellence.
Under the direction of the chief strategy and administration officer, he ensures that TxDOT maintains a viable strategic plan with executable and achievable agency objectives and performance measures. He oversees the reporting and analysis of strategic objectives and goals.
Before joining TxDOT in March 2012, Smallwood was chief of Strategic Transformation, Planning and Innovation for the Texas Department of Public Safety, where he led various improvement initiatives for driver licenses, grant management and employee engagement.
A 28-year veteran of the United States Marine Corps, Lt. Col. Smallwood performed a variety of high-level administrative and logistical commander roles during his distinguished career from 1978 to 2006. He also worked in the semi-conductor industry as a quality systems manager.
A native of Indiana, he holds two associate degrees in education, a bachelor’s degree in psychology, and master’s degrees in both management and public administration. Smallwood is a certified auditor and also earned a master certification in Six Sigma and Lean from Villanova University. He has received numerous military awards for combat, leadership and management.
Smallwood lives in Austin with his wife, Holly, and their two daughters.
