Notice Affording Opportunity for Public Hearing - Loop 1604 from I-35 to FM 78

Purpose:

TxDOT is proposing to improve Loop 1604 from I-35 to FM 78 in northeast Bexar County. TxDOT is affording an opportunity for a public hearing on the proposed project.

Description:

The proposed roadway design is a four-lane expressway with continuous frontage roads. The project would not include any toll components.

The project would include:

  • Shifting the main lane pavement toward the center median to allow for a median between the main lanes and new frontage roads
  • Ramps between the frontage roads and main lanes would be relocated and reconfigured
  • Replacing Loop 1604 bridges over SH 218 (Pat Booker Road)
  • Reconstructing main lanes with auxiliary lanes between entrance and exit ramps, but no through-travel lanes would be added to the main lanes
  • Widening  1604 bridges over Kitty Hawk Road to the inside

Frontage roads would be constructed in areas where they are currently missing which would add capacity to the corridor, and existing frontage roads would be either widened or rebuilt to accommodate one-way operation. A turnaround would be added under Loop 1604 near FM 1976. The project would include continuous 5-foot wide sidewalks along the frontage roads. A noise barrier is proposed on State ROW between the westbound frontage road and the adjacent residences between Palisades Drive and Cordoba Drive. Improvements are proposed at cross streets for compatibility with the thoroughfare plans of local cities and one-way frontage road operation. A right turn lane would be constructed on SH 218 at the eastbound approach to Loop 1604 ending in a right turn on Athenian Drive.

Any interested citizen may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Feb. 27, 2018, to:

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
