Notice Affording an Opportunity for a Public Hearing - US 281 Military Highway

Purpose: TxDOT is offering the opportunity to request a public hearing covering the social, economic, and environmental effects of the proposed US 281 project in Brownsville, Cameron County, Texas.  

Any interested citizen may request a public hearing by submitting a written request to the address below. If a public hearing is requested, a date and location will be provided later.

Maps showing the project location, design, environmental documentation, tentative construction schedules and other information relative to the project are available for inspection Monday through Friday between the hours of 8 a.m. - 5 p.m. at the following location:

Description: The proposed improvements include widening the roadway from two to four lanes, adding intermittent right-turn lanes, adding dedicated center left-turn lanes at major intersections, and improving drainage infrastructure. Continuous shoulders would also be constructed and would measure between 5 and 8 feet wide, depending on location. The majority of improvements would be constructed within the existing 100-foot right of way.  Additional right of way totaling approximately 2.3 acres would be required to provide for the enhanced safety and operational improvements; no temporary or permanent easements are anticipated to be required for construction.  No changes to the existing speed limit have been proposed as part of this project.  The proposed 5- to 8-foot shoulders on each side of the roadway would accommodate use by bicyclists and pedestrians travelling along this stretch of US 281.  

Although additional right of way is required, no residences or businesses would be displaced. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right of way acquisition may be obtained from the TxDOT Pharr District office. No adverse impacts to communities, including to minority populations and low-income populations, would occur as a result of the improvements.   

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant of 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
