Purpose:

TxDOT is proposing improvements to FM 2218 from I-69 to SH 36 in Fort Bend County, Texas. This notice also advises the public that a Draft Environmental Assessment is available for public review. The first part of the meeting will be an open house format so the public may come and go at their convenience, followed by a formal presentation and comment period.

Description:

The proposed project includes:

  • Reconstructing the existing facility by adding an additional lane to each direction to include a 12-foot inside lane and an outside 15-foot shared-use lane for a total of four lanes
  • Building a 15-foot raised grass median, along with adding a curb and gutter drainage system and 5-foot sidewalks constructed on both sides
  • Realigning FM 2218 and SH 36 intersection to a signaled, safer, 90-degree configuration; the existing intersection of FM 2218 and SH 36 is signalized and will remain post-construction
  • Adding drainage and detention ponds

This hearing will be conducted in accordance with Chapter 26 of the Texas Parks and Wildlife Code and will allow the public the opportunity to review the Draft Section 4(f) project details as they relate to Seabourne Creek Nature Park. The proposed project would require acquisition of public land designated and used as a recreational park. A total of 1.0 acre, out of 368 acres, of the Seabourne Creek Nature Park (0.3 percent) would be acquired for the proposed project. The proposed project encroaches on a floodplain of Seabourne Creek. Based on a preliminary assessment, approximately 3.5 acres of the project area lie within a regulated floodway and approximately 33.4 acres lie within the 100-year floodplain. The proposed project would impact approximately 0.10 acre of wetlands and 645 linear feet of stream.  It is anticipated that most waters of the U.S. would be culverted.

The proposed typical right-of-way (ROW) would be 120-foot wide for a total project length of 3.6 miles. The project would require 50 acres of additional ROW and would potentially displace three residences and two commercial properties. Written comments must be postmarked or submitted electronically on or before Nov. 3, 2017.

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
