Purpose: To receive public comment on amendments to Subchapters I and K concerning outdoor advertising.

Description:

Senate Bill 1420 made changes to Transportation Code Chapters 391 and 394 to provide more consistency between the primary and rural road billboard programs.  Among other issues the changes require a license for the issuance of a rural road sign permit and the authority for the department to issue administrative penalties under the primary road program.

In implementing the major rewrite that went into affect July 1, 2011, the department discovered various issues that needed clarification or new language.  One issue the department determined was the need to require the use of one address to improve receipt of correspondence and avoid deadline issues.  The department also determined that there were areas where the language could be clarified to avoid confusion and to improve consistency between the two programs.
