Reports required by statute

Texas Transportation Code, Section 201.810 and other statutory provisions require TxDOT to make certain reports available on its website. Below are links to these reports as well as statutory references, report titles and purposes, and the date of the latest version.

§199.003 High-Speed Rail Expenditures Report This report is required by Senate Bill 977 (85R) and Rider 39 of the General Appropriations Act, 88th Regular Session. The report summarizes the number of full-time-equivalent (FTE) hours and expenses related to private high-speed rail work. September 2023-March 2024
§201.107 Annual Financial Report A complete and detailed written report accounting for all funds received and disbursed by TxDOT during the preceding fiscal year. 2020
§201.108 Department Audits Annual and periodic audits conducted by TxDOT's Audit Division or contract auditors. 2020
§201.114 §201.6011 Border Corridors and Trade Report The Border Corridors and Trade Report provides an update of Texas' trade, infrastructural projects, funding sources, studies, programs and other planning activities and initiatives in compliance with requirements set forth in sections 201.114 and 201.6011 of the Texas Transportation Code. 2022

§201.6013 Long-term Plan for Statewide Passenger Rail System Long-term plan for statewide passenger rail system. Includes description of existing and proposed passenger rail systems, status of systems under construction, analysis of potential interconnectivity difficulties, ridership projections for proposed projects, and statistics for existing systems. Note: This report is included as Chapter 3: Potential Passenger Rail Improvements and Investments of the Texas Rail Plan. 2019

§201.805(a) DISCOS (Statistical Comparison of Districts) Provides a broad range of transportation-related statistics calculated on a per-capita basis for each of the state's 254 counties and 25 TxDOT districts. 2020
§201.805(c) Status of Texas Mobility Fund Provides amount of money in Texas Mobility Fund by source and amount of money received by department itemized by source of funds vs. appropriated funds. 2020

§201.806(a)(2) Texas Motor Vehicle Crash Statistics Statistical information about the number, cause and location of crashes, including information about number of accidents involving injury to, death of, or property damage to bicyclists or pedestrians. Provides electronic access to data. 2020
§201.807(b) Project Information Reporting System Contains information about each TxDOT project, including: project status; each source of funding; benchmarks for evaluating progress; timelines for completion; list of department employees responsible for project with contact information; and results of annual review.  
§201.808 Expenditure Priorities Reporting System Includes reports that evaluate effectiveness of TxDOT's expenditures on transportation projects to achieve certain transportation goals.  
§201.809 & §201.601(e) Statewide Transportation Progress Report to the Legislature Includes information and an analysis of the department’s progress toward each long-term transportation goal identified in the statewide transportation plan, a summary of the number of statewide project implementation benchmarks completed, and information about the accuracy of previous department financial forecasts. §201.811 Public Involvement Policy Policy targets different groups and individuals; encourages continuous contact between TxDOT and outside persons throughout the transportation decision-making process.  
§201.991 §201.992 Unified Transportation Program and Annual Update Unified Transportation Program covering a period of 10 years to guide development of transportation projects and authorize their construction. Identifies target funding levels and lists all projects that the department intends to develop or begin construction of during program period. 2021
§201.993 Annual Funding and Cash Flow Forecast Forecast of all funds TxDOT expects to receive, including funds from this state and the federal government used to guide planning for the Unified Transportation Program. 2024
§222.053(e) Economically Disadvantaged County Program Report on program that enables the Texas Transportation Commission to adjust the minimum local matching funds requirement for certain transportation projects after evaluating the local government's effort and ability to meet the requirement. 2020
§223.042(f) Highway Maintenance Contracting Details of TxDOT's highway maintenance privatization contracts awarded during previous fiscal year.  
§224.034 Highway Closure Report Annual report detailing all highway closures during periods of increased travel, such as major state and federal holidays, school holidays and periods of high commercial activity (such as the state sales tax-exemption days) and the estimated economic impact of those closures. 2023
§386.057 Health and Safety Code HB 4472 (87th Regular Legislative Session). House Bill 4472 from the 87th legislative session included new provisions to expand projects eligible for funding under the Texas Emissions Reduction Plan (TERP), revised allocations from the TERPfund and account and made other changes to TERP programs. 2022
§372.054 Report on Toll Projects Report on the debt and other financial data of TxDOT's toll roads as required by HB 803, 86th Legislature. 2023
§455.001(4) Comprehensive Master Plan for Public Transportation The department currently helps local public transportation agencies develop public transportation plans on a regional basis. Currently, copies of the various regional plans are not posted on the TxDOT website but are available at the accompanying link to the Regional Service Planning website. 2017
§455.057 State Safety Oversight Program Annual Status Report Provides an annual status report on the safety of the rail fixed guideway public transportation systems that TxDOT oversees in its capacity as the designated State Safety Oversight Agency for the state of Texas. 2020
§456.008 Texas Transit Statistics Report on the performance of public transportation providers receiving any state or federal funding. 2023
§623.0172 HB 2319 study Study concerning the movement of intermodal shipping containers by a truck-tractor and semitrailer combination located in a county with a population of more than 90,000 and not more than five miles from the border between Texas and Arkansas. 2022
§707.004 Red Light Cameras - Annual Data Reports Annual compilation of reports from local authorities that operate camera systems. Includes number and type of traffic accidents at camera-monitored intersections. 2020
HB 1, Art IX, Sec. 17.13 TxDOT Interagency Contracts Exceeding $10 Million Each interagency contract with a value that exceeds or may reasonably be expected to exceed $10 million. Sec. 17.13. Reports on Interagency Contracts. It is the intent of the Legislature that, to the extent their capabilities and resources allow, state agencies shall make available on their Internet website annual reports during each state fiscal year of the state fiscal biennium beginning September 1, 2019, providing information on each interagency contract with a value that exceeds or may reasonably be expected to exceed $10 million. Each report must be made available not later than the 30th day after the end of each fiscal year. Each report must identify: (1) each state agency that is a party to an interagency contract and whether the agency is disbursing or receiving money under the contract; (2) the amount spent by the disbursing agency for the contract and the method of finance; and (3) the agency programs for which the agencies entered the contract and the appropriation line items from which funds were spent by the agencies to perform the contract. 2023
SB 1308 SB 1308 Final Report. SB 1308 Executive Summary. This study was conducted to explore the potential benefits and impacts of automated and connected driving systems and other emerging technologies to help mitigate the key challenges facing the state related to border congestion, public and driver safety, and the transportation workforce. 2022
SB 1524 SB 1524. This study was conducted to evaluate the impact of permits issued under the provisions of Senate Bill 1524 (SB1524) of the 85th Texas Legislative Session and implemented under Texas Transportation Code, Chapter 623: Permits for Oversize or Overweight Vehicles. SB1524 relates to the movement of vehicles transporting an intermodal shipping container. 2022
HB 1, Art VII, Rider 14(a) Trade Transportation Activities. The Department of Transportation shall provide a report to the department's border district legislators and to the respective metropolitan planning organizations on the department's trade transportation activities in such border districts during the 2024-25 biennium. The department shall report annually no later than January 1, each year of the biennium. The report shall also be provided to the Governor and the Legislative Budget Board.

Passenger Aircraft Fleet Replacement Plan Provides an estimate of future aircraft replacement needs and other fleet management needs, identifies alternatives and scenarios for the composition of the state aircraft pool, provides information on maintenance times and costs, and provides an analysis of the costs and benefits of different methods for meeting air transportation needs provided by the state aircraft fleet.
