Ed P. Pensock Jr. P.E., serves as director of Strategic Projects.
Pensock has extensive experience in the fields of transportation engineering, planning, design and construction. He oversees planning, development and implementation of major project initiatives. He is also responsible for the development of TxDOT’s Public-Private Partnership (P3) and Design-Build programs. He currently oversees a program with $20 billion worth of projects across all management stages, including early development, procurement, design, construction, operations and maintenance.
Pensock began his career over 30 years ago as a student research technician with Texas A&M University’s Texas Transportation Institute. In 1983 he earned a bachelor of science degree in civil engineering from Texas A&M University. After graduation, he spent over seven years as a private consulting engineer, designing transportation projects around the country. He also spent two years in the Federal Strategic Highway Research Program.
He joined TxDOT in 1990, working in various engineering and managerial capacities. He has planned and designed toll roads and other innovatively financed projects for TxDOT since 1999. His expertise includes P3 contract development and negotiation, legislative review and analysis, risk management and traffic and revenue forecasting.
