Scott Haywood serves as chief of staff.

He is responsible for providing guidance and direction on TxDOT's strategic operations, government relations and communication efforts. He also assists the executive director in the implementation of department policies and programs. He oversees the functions of State Legislative Affairs, Federal Affairs, the International Relations Office, the Chief People Officer and the Office of Civil Rights.

Haywood spent the last decade working in a variety of leadership positions in communications and public affairs in both government and the private sector. Most recently, Haywood served as director of corporate communications and government affairs for Astrotech Corporation and its subsidiaries.

He previously served as director of communications for the Texas Secretary of State during three administrations. In addition to leading communications initiatives, Haywood was the Secretary’s liaison on state economic development activities.

Before joining the Secretary of State's Office, Haywood worked as an aide to Gov. Rick Perry, serving in various capacities. Haywood began his career as an aide and later became deputy press secretary for U.S. Sen. Phil Gramm of Texas. In addition to these roles, he was appointed by the governor as a commissioner on the Texas Racing Commission.

A native Texan, Haywood has an MBA from the McCombs School of Business at the University of Texas at Austin and holds a bachelor’s degree in political science from Trinity University.
